The SECI Participating States include (in alphabetical order):

Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the former Yugoslav Republic of Macedonia, Greece, Hungary, Moldova, Romania, Slovenia, the former Federal Republic of Yugoslavia (i.e. today the Republic of Serbia and the Republic of Montenegro) and Turkey.
