The changing circumstances concerning the status of the various countries which are part of the Agreement on Cooperation to Prevent and Combat Trans-border Crime with respect to regional and EU integration processes, required the establishment of a closer operational cooperation with Europol as well as the upgrading of the Agreement on Cooperation to the level of a inter-governmental regional Convention on combating organized crime and data exchange.

For this purpose a Working Group on the preparation of a SECI Regional Centre Convention has been established. Its aim is to come with a viable Draft Convention proposal that shall take the work of the SECI Center one level higher and shall allow to it to further deepen and extend its activities.
